“Do mask requirement mandates affect the growth of COVID cases in an area?”

I speculate the causality of this claim by analyzing Orange County and San Diego County as possible treatment and control. To do this, I’ll explore the COVID cases data from March 18th to July 18th and propose an identification strategy, endogeneity concerns, and possible ways to deal with them.
